Carl W. Caulk

Carl Caulk serves as the Principal and Owner of Integritas Creative Solutions (ICS). Caulk founded ICS in 2016 after retiring from his twenty-seven career as a member of the Senior Executive Service in federal law enforcement.

Caulk served over twenty years with the United States Marshals Service (USMS) in a variety of positions and locations.

  • Assistant Director and chief compliance officer, where Caulk led the agency’s integrity and accountability programs, overseeing compliance review, internal affairs, and discipline management to ensure risk mitigation across the agency.
  • Assistant Director and head of judicial security for the USMS. As the principal security advisor to the judicial branch of the federal government, Caulk was responsible for ensuring the technical and physical security of thousands of members of the federal judiciary, executive and judicial branch personnel, and over 400 U.S. Court facilities nationwide. He directed programs involving protective operations, intelligence, threat investigation and mitigation, risk assessment, security training, and financial management.

Caulk started his federal law enforcement career as a Special Agent with the Office of Inspector General, U.S. Department of the Interior.
